Cited on the last page of Duhem's Les théories électriques de J. Clerk Maxwell, as well as in his Evolution of Physics.

Duhem was clearly impressed my Helmholtz's logical formulation, as opposed to Maxwell's illogical one. He considers E&M through Helmholtz (not through Maxwell or even Boltzmann) as the proper progression and connection to tradition.
