Wipf 2011 mentions this work by Liapounoff, as he spells it, drawing a parallel between it and Duhem's 1903 «Sur la stabilité électrique d’un milieu homogène et illimité», in which he disproves Helmholtz's claim (à la Caluzzi & Assis 1997) that instability occurs when λ < 0, and thus also disproves his claim that Weber's law, which is Helmholtz's with λ = −1, is unstable, too.

I think Wipf mentioned Liapunov having something to do with what sounded like the inverse problem that Santilli studied in his Springer book on the inverse problem.
