Are those public figures who support abortion and believe in it in opposition to the Church and natural law specifically to be categorized as heretics and outside the Catholic fold or something else?

Yes, those are certainly heretics (spec. formal heretics because they know they are in obstinate opposition to Church teaching).

The Decalogue, which is part of Revelation, is a codification of natural law. Denying any truth of Revelation is heresy. Therefore, denying any of the 10 Commandments (e.g., the 5th, which pertains to abortion) is heresy.

See this table of theological notes. The Decalogue is certainly dogma, "A truth proposed by the Church as revealed by God."
